We reported last week that IEEE Xplore had removed the option to export directly to RefWorks, and that we had complained about this. The good news is so many universities complained that IEEE have changed their minds, and are restoring direct export to RefWorks from 18th December.
If you need to export in the meantime, please use the workaround.

Exporting from IEEE Xplore to RefWorks
We've noticed that IEEE Xplore no longer has an option to directly export your references to RefWorks. You can still export your references, but you will need to export your citations as RIS or BibTeX format and then when logged into RefWorks:
We (and other universities) have fed back to IEEE that we are unimpressed with this change and that we would prefer direct export to be restored!
- select “References/Import” from the toolbar and then select BibTeX or RIS as the data source (Legacy RefWorks, orange logo)
- export your citations as RIS or BibTeX format and then when logged into RefWorks, select the Plus icon, Import References (New RefWorks, blue logo)
